Expenses shame for Letwin?

Oliver Letwin repaired a pipe beneath his tennis court using taxpayers’ money. He claimed £2145 to repair a water pipe under his private tennis court.
In his defence he says ” No improvements were made to the court or gardens”. He has agreed to repay the money.
I think hes an ok guy - what would he risk losing his job for a few grand!!?
It is understandable that cash makes people disembarrass. But how to act when someone has no money? The one way only is to receive the home loans or small business loan.
